Position Summary
 
This position will perform a variety of scientific, technical and professional duties associated with agricultural water use and availability, act as lead interagency coordinator on water related issues, lead economic impact and value studies of agriculture and water, coordinate on all Sustainable Groundwater Management Act (SGMA) activities, engage on drought stakeholder activities and perform independent scientific studies and analysis on understanding agricultural water use and associated economic metrics in California. An ideal candidate must establish and maintain effective working relationships with other agencies, farmers, ranchers, and other stakeholders.
Job Description and Duties
Per CCR 249.3, this job control may be used to fill subsequent vacancies. This is a 24-month limited term position, with the possibility to become permanent. With guidance from the Executive Director of the State Board of Food and Agriculture and
under the direction of the OEFI manager, the Senior Environmental Scientist will act as the agricultural water subject matter expert at the Department. The incumbent will perform a variety of scientific, technical and professional duties associated with agricultural water use and availability, act as lead interagency coordinator on water related issues, lead economic impact and value studies of agriculture and water, coordinate on all SGMA activities, engage on drought stakeholder activities and perform independent scientific studies and analysis on understanding agricultural water use and associated economic metrics in
California. The incumbent must establish and maintain effective working relationships with other agencies, farmers, ranchers, and other stakeholders.
 

Duties include, but are not limited to:
  • Serve as technical expert and recognized authority on the full array of farmer and rancher drought assistance programs, including those offered by U.S. Department of Agriculture (USDA) and other State/federal agencies.
  • Lead agricultural drought and SGMA economic studies including gathering and summarizing data from academic institutions for CDFA and stakeholder use.
  • Evaluate SGMA issue and identify scientific solutions using the scientific method.
  • Serve as scientific technical expert and recognized authority on agricultural water use in California.
  • Independently evaluate existing statistical data, publications, and research to advise and inform on policy/program development and public engagement. 
  • Serve as a departmental representative in interagency coordination efforts and meetings related to drought, SGMA and agricultural water use. 
  • Represent and provide public remarks for the Department at community outreach events related to drought and agricultural water use as well as other water related issues. 
  • Identify economic benefits of certain management practices and their relationship to the SGMA and drought climate change impacts.

Working Conditions

The duties of this position will be conducted indoors and outdoors. The employee will have access to a shared modular workstation, equipped with standard office furnishings, a computer with monitor, a telephone with voicemail, and stationary filing drawers. Regular or recurring telework may occur as part of the incumbent’s ongoing regular schedule in accordance with CDFA’s Telework Policy. Incumbent will be required to travel to various locations throughout the State (federal, state, county offices, project sites and businesses) to conduct all aspects of essential functions. Overnight and weekend travel may be
